BIS Certification for Bunk Beds under IS 17636:2022

Bunk beds are used heavily in homes, hostels, schools, dormitories, hotels and institutional accommodation - and because they involve an elevated sleeping platform, they carry safety risks that ordinary beds do not: falls from the upper bunk, structural failure under load, and entrapment of a head or limb in a gap. For exactly these reasons, bunk beds are given their own dedicated standard and are now subject to mandatory BIS certification. Under the Furniture (Quality Control) Order, 2025, from 13 February 2026 no bunk bed can be manufactured for sale or imported into India without a valid BIS licence and the ISI Mark.

IS 17636:2022 is the Indian Standard titled "Furniture - Bunk Beds - Specification". It defines technical requirements around design, materials, structural integrity and - most importantly - the safety features specific to bunk beds: guardrails and safety barriers on the upper bunk, ladder design and security, gap limits to prevent entrapment, and the strength of the fastenings that hold the upper and lower beds together. The standard covers wooden, metal and plastic bunk beds, residential and institutional types, and ready-to-assemble bunk beds (assessed after assembly).

Typically the standard applies to bunk beds and single beds where the base height is around 800 mm or more above floor level - that elevation being precisely what introduces the fall risk the standard is designed to manage. Regular (non-elevated) beds fall under IS 17635:2022 instead.

Under the Furniture QCO, bunk beds cannot be legally manufactured for sale, imported or sold in India without BIS certification and ISI marking once enforcement begins. The safety case here is especially compelling: bunk beds are very often used by children, and a poorly-built guardrail, an insecure ladder, or an entrapment gap can cause serious harm. Certification under IS 17636 is what verifies these protections are genuinely present and effective. For manufacturers, it is also what makes a bunk bed acceptable to hostels, schools, hotels and institutional buyers, who cannot risk uncertified elevated furniture.

For a prepared domestic manufacturer the licence is typically granted in around 30 days once testing is complete, with roughly a 3-month total timeline. Bunk-bed certification cost comprises BIS application and marking fees, laboratory testing charges (a little more involved here due to the additional safety tests), and professional support if used. Every certified bunk bed must carry the ISI Mark and CM/L number, with periodic renewal.

If your bunk beds are manufactured outside India, you cannot use the domestic ISI route.
