What is IS 17632:2022 and Who Needs It?

IS 17632:2022 - Furniture: General Purpose Chairs and Stools - Specification - is the Indian Standard for everyday adult seating. If beds are the furniture people trust for eight hours a night, general purpose chairs are the furniture people trust hundreds of times a day without thinking about it: the dining chair at home, the stackable banquet chair at a wedding, the moulded plastic chair at a roadside cafe, the visitor chair in a clinic, the bar stool in a restaurant. The standard exists because this is the single highest-volume furniture category in India, and a chair that cracks, tips backward or collapses under a heavier user is both a safety incident and a warranty claim.

Under the Furniture (Quality Control) Order, 2025, every manufacturer and importer of general purpose chairs or stools for the Indian market needs an IS 17632 licence - from the large moulded-plastic chair plants of Gujarat and Maharashtra and the wooden dining-set workshops of Jodhpur and Saharanpur to the cafe-chair importers buying from China, Vietnam and Malaysia who now need FMCS-certified suppliers behind every container.

Under the Grant of Licence Guidelines of 1 August 2025, BIS targets grant within 30 days under Option-2 (report first, then apply) and 90 days under Option-1; a realistic end-to-end plan including testing and the factory inspection is about three months. Foreign manufacturers - chair factories in China, Vietnam, Malaysia, Italy or Turkey - certify through FMCS with a mandatory Authorized Indian Representative, testing to IS 17632, an overseas factory inspection and a USD 10,000 performance bank guarantee; a realistic timeline is around six months. Yes. General purpose chairs and stools fall under IS 17632:2022, mandatory under the Furniture QCO (S.O. 801(E)) from 13 February 2026 - and from 13 August 2026 for micro and small enterprises. Without a BIS licence and the ISI Mark, these chairs cannot legally be manufactured for sale or imported.

Only if you are Udyam-registered with plant and machinery up to ₹25 lakh and CA-audited turnover under ₹2 crore - that exemption is permanent. Every other micro and small unit must comply from 13 August 2026. Non-exempt MSMEs still receive marking-fee discounts of up to 80%. We assess eligibility free of charge.
Plan on roughly three months end-to-end for a prepared Indian manufacturer - the grant itself targets 30 days under Option-2 of the 1 August 2025 Guidelines once testing is done - and around six months for foreign factories via FMCS. S.O. 774(E) (12 February 2026) opened a 12-month sell-through window for pre-enforcement stock - to around 12 February 2027, against a self-declaration to BIS - plus a 200-unit R&D import allowance. S.O. 1125(E) (2 March 2026) gave in-transit consignments a 180-day import window ending around 12 August 2026. And the Transition Facilitation Order S.O. 3417(E) (25 June 2026) lists the Furniture QCO in its Schedule, adding a risk-based sourcing pathway for established manufacturers.
